What is I&M’s Michigan Plan

Indiana Michigan Power’s Michigan Plan helps build a smarter, stronger energy grid. Among other elements, the plan supports Cook Nuclear Plant with $478 million in infrastructure investment.

I&M will continue updates of other infrastructure to reduce the number, extent and duration of outages while strengthening the system for decades to come. I&M has developed a systematic, five-year Distribution Reliability Plan to enhance the Distribution energy delivery system with the focus on ensuring safe, reliable, and accessible energy at reasonable rates. I&M’s Michigan Plan filing includes the first two years of work included in that plan.

In addition to replacing poles, wires and other equipment nearing the end of their useful service, I&M will add technology that will automatically detect problems and re-route power to homes and businesses.

The Michigan Plan also includes provisions to offer customers more information about their energy use, a simpler billing option, incentives for business growth and more.

How will I receive more information about my energy use

New meters will give customers the ability to view their energy use by each hour of each day, empowering them to make more-informed decisions about energy use.

In addition, the new “smart meters” give I&M capability to detect outages more quickly, resulting in faster restoration. The meters provide technology that will serve as a foundation for greater opportunities for customers to control energy use in the future. These safe, secure and accurate meters are already in use by more than 85 million utility customers nationwide.

What is the simpler billing option

Qualified residential and small commercial customers will be offered an option for EZ Bill. This is a flat bill that remains the same for 12 months, with no “true-up” or need to pay anything additional at the conclusion of the 12 months. For more information, see the Michigan EZ Bill page.

What is the Michigan Plan doing to help business grow and to add more jobs in our communities

The Michigan Plan offers a new program to help businesses train current and new employees to gain accreditation in specific skills. Because many businesses must make quick decisions on locations, I&M’s Michigan Plan also supports communities in developing sites where businesses could quickly begin operations.

What is the Michigan Plan doing to promote electric vehicles and help customers use this growing technology

The Michigan Plan creates new incentives for businesses and apartment buildings. I&M supports electric cars because charging them helps support the energy grid and benefits all customers. I&M currently offers Michigan residential customers a rebate for the purchase and installation of qualified charging equipment, plus favorable rates for charging their electric cars overnight.

Why is I&M seeking a rate increase

Quite simply, rates are based on the cost of service. I&M needs to continue to build its infrastructure and add technology to enhance reliability and to better serve our customers both now and into the future. This comes at a time when costs are rising, technology is rapidly evolving and demand for electricity is not growing as it did in past years.

How is I&M controlling the costs of generating and delivering energy

I&M always considers the costs to customers and consistently looks for ways to control costs without compromising safety or reliability. For example, operating and maintenance expenses at Cook Nuclear Plant are declining. I&M also engages with stakeholders as part of the Michigan Integrated Resource Plan process to determine the best ways to generate energy into the future.

How will the plan affect my monthly bill

A typical customer who uses 1,000 kilowatt hours of electricity per month would see an increase of $36. This includes an increase in the monthly service charge.

Why is I&M seeking a higher service charge on customer bills

The service charge is based on a formula associated with the costs of providing meter reading, billing and collection, and other customer services. The method of determining the service charge has not changed, but the costs of providing those services have increased.

Is this service charge increase in addition to the $36 monthly increase

No. The new service charge amount is included in the proposed overall monthly increase.

Is I&M doing anything to help customers who may have difficulty paying their bills

The Michigan Plan includes a proposal to waive the service charge for income-qualified customers, who are generally those who meet the guidelines for Low-Income Home Energy Assistance Program, or LiHEAP. I&M will also provide information to those customers about programs to help reduce their energy use.

When would new rates take effect

New rates will not take effect until spring 2020, after the Michigan Public Service Commission issues a decision on I&M’s Michigan Plan.

I&M uses Flurry Analytics Service (provided by Yahoo) in order to improve its mobile apps. Flurry’s privacy policy governs the use of this information.
